Kentucky Offender Online Lookup, or KOOL, covers state prisoners and many people under KDOC community supervision. It can include state prisoners housed in county jails. KOOL's FAQ says the system updates four times daily and displays only the last ten convictions. Open the matching detail record and preserve official labels for status, location, offense, supervision, and dates. Then compare a completed state event with the KDOC Daily Releases archive, whose PDFs show DOC number, identity, type of release, releasing facility, and highest felony class.

Hickman Releases Under Supervision
Hickman County belongs to KDOC Probation and Parole District 1 in the Western Region. KOOL can show Supervision Status, County of Supervision, a P&P location, a supervision begin date, and escape or abscond fields. An abscond date means an alleged failure to remain in contact or comply. It does not mean the person is free from legal control, and a warrant does not prove present physical custody.

A past release date and no facility confirms exit from BOP custody, not freedom from state, local, immigration, or federal supervision. USMS has no comparable public released-person locator, so federal pretrial custody must be followed through the federal docket and district office.

Hickman Release Facility History
Kentucky legislative minutes document an unusual history. State action closed Hickman jail facilities in 1991, prisoners went to Fulton for three years, and Hickman later reopened a facility. That record explains why old Hickman-jail references and Fulton references can coexist, but it does not prove today's arrangement.
KOOL still contains a “Hickman County Jail” location label, while current secondary sources again point toward Fulton. Neither proves the current custodian for a given booking. For an old record, give Hickman County the approximate year and ask which office inherited the jail file. The official Fulton page verifies the facility and jailer, but the current Hickman service contract was not found in a primary source.
Call Fulton at 270-236-2405 and the Hickman Sheriff at 270-653-2241 before sending a request. If Fulton confirms the booking, ask its jailer for the release sheet and photograph. If Hickman names a different facility, follow that custodian. A state, federal, or immigration transfer must then be checked in the receiving system.
